All I can tell you is that I've found your puzzle image - all the site can say is that it appears to be based on a 1942/8 Buick with a grille from a '46/48 Dodge, and the photo was possibly taken in Manhattan.
I must be right - that's what it says on Wikipedia

I've found this comment referring to this car:

"These were fleet cars that were returned to Chrysler and ready to go to auction. At one time chrysler would lease the vehicle's to Avis Rent a Car and other companies. When they were through ... with them they would be reconditioned and go to auction to be sold to Chrysler dealers only. This was in Hatfield, Pennsylvannia at the recon and auction site. 1964 or 1965."

Sorry, but he comment that you've found didn't refer to the puzzle car, but to these 1960s Mopar products below. Someone else added:
"These cars were ready for auction. This is in hatfield Pennsylvania. They had so many they ran out of room. They asked the guy who had the field next to the auction if they could park a couple of hundred cars in his lot. I guess he said ok. Well that night they had a bad thunder storm and all the cars got stuck in the mud. I know my dad was really upset with the situation and it cost a lot to get them pulled out and re cleaned for the auction."
