Fellow Autopuzzlers, for a point please tell me what this car is, what powers it and who built it.

Powered by an American engine ?

The one in the picture does not have an American engine, but this kit admits many different kinds of engines, and I've seen images of another unit that does use an American powerplant.

Midlana, built by Kurt Bilinski, powered by K24 Honda engine.  Supposed to be an update to the Lotus 7 idea.

sixtee5cuda gets the point!
It is indeed the Midlana, a mid-engine Locost from the California-based builder Kurt Bilinsky, who also made the Kimini, a mid-engined, also Honda-powered Mini, and has published books with the full plans for both of them. On a forum out there I have also seen a guy building a Midlana according to Bilinski's guide but using the engine from a Dodge Neon SRT4.
