It looks like a venue I should recognise, but as it's a Volkswagen-based car perhaps it's not in the UK but in Germany.

It's a Formula Vee car, so it must date from after 1963/64.

That's an odd-looking hillclimb. It almost looks like a film set , which I assume is due to some sort of foreshortening. The road looks like it's rough dirt-track but maybe that's just an effect from the camerawork.

Is it a well-known French hillclimb venue?

As I said before, I don't know where the photograph was taken. I just know that the car took part in some regional races in the area around the city where it was built, and I assume that the picture is from one of those races, but I don't know exactly where.
