Looks a lot like the KTM AX concept buggy, but probably it is a copy of it, built in CaaguazĂș (Paraguay) by Heibert Mareco.

Yes! It IS the KTM AX. The picture you posted is the scale model of the original concept vehicle designed at FH Joanneum University, Austria, by Lukas Fuchs and Markus Klug. However, it appears that someone found it and liked it so much that had a full-size, functioning version built, which is the puzzle car. Locked for you to find it.
