Seen this before? Who built it, what was it based on and when was it built?

It is the Barquette Vuillet, buit by Monsieur Vuillet from Morez, France. It was built from 1958 to 1960, based on the mechanics of a Peugeot 403 8CV. The 1468 cc engine was modified to deliver 90 hp at 5600 rpm. The body was fixed upon a tubular structure. The roadster weighed 720 kg and sped up to 190 km/h. In 1967 it was changed into a berlinette. But that's another story:

Congratulations, that's a perfect answer. I wasn't aware that the two cars were one and the same, that's very interesting. Certainly the styling was improved with the coupe...  :D

Good idea!
Not much more I can add other than to say the car in it's final coupe form was used by M. Vuillet as his everyday car until 1975, when it was donated to the Schlump museum where it still resides today
