The Nardi "Silver Ray" by Michelotti.  This car is featured in the 1962 International Auto Parade yearbook. In Automobile Year #9 (1961-62) there is another picture of the same car on page 101 with the caption:

"This low two seater coupe has a body designed by MIchelotti on a Nardi chassis to the order of an American client (James Simpson). The Plymouth Golden Commando V-8 engine develops about 350BHP giving it a maximum speed of about 140mph. The frame is tubular, suspension is by modified Alfa Romeo coil spring units at the front and semi elliptic springs at the rear; brakes are discs on all four wheels."
