There's no photoshopping on this photo, as far as I'm aware. And no Humber connection either, I believe.
Don't know why but it looks Russian to me. Anywhere near there?

Yes that's correct. I confess I don't know much about this car - as far as I'm aware, Stigler produced electric vehicles in the early 1920s, but wartime may have brought the company's products back into the light (despite those black-out headlamps!)
