Because it is! We've seen Spira's original car before (https://www.autopuzzles.com/forum/2009-37/gg-53-spira-foam-bodied-car), built in Thailand as an X-Prize vehicle. This is the production version, primarily manufactured in China with small numbers produced in Thailand and the Philippines. It was being marketed here in Southern California for a while, but the company's website and FB page have been inactive for a number of years now.

If anyone's interested in learning more about the Spira, there's now a 43 minute video on YT by a man who purchased two of these (a 3-wheeler and a 4-wheeler) and goes over them in great detail. Search for "I Bought TWO Hilariously Terrible Foam Cars" by Aging Wheels.
