I've uncovered additional information and I now believe
the manufacturer of this car did NOT produce cars before 1910.
The brand name was used by multiple manufacturers, which has caused confusion. I believe this particular iteration lasted from approximately 1912 to 1914.
My apologies to Fёdor and anyone else who has invested time looking for the wrong thing.

No, it's not a De Dion. This is short-lived manufacturer that used a marque name that had already been used by other manufacturers.
