Fëdor wins the point! It is the Japanese Sumida (or Isuzu, since by that point the marque name supposedly had already been changed) Type 93 4-wheel passenger car (there were 6-wheel versions too, and also armored military vehicles based on the same chassis), used by military officials of the Japanese army.
I have found a somewhat clearer version of the same picture, I post it below. Also, there are a couple of other, better pictures floating online of cars that seem to be the same model or very very similar, but there is no definite identification of them as far as I know. They appeared for sale (the pictures, not the cars!) on the Japanese Yahoo Auctions site a couple of years ago. The seller identified the first as a Kurogane (but it looks very close to the Sumida Type 93 of the puzzle) and the second as a Sumida.
