Actually I have no idea what the base is. I would be mildly surprised if it was an Iltis, my impression is it's probably something more common, but I can't really say anything for sure.

That is correct! Mr Kayiira studied at Blackburn College in the UK and owns a garage in Kampala. He built this car by assembling all kinds of bits and parts from other cars. He tried to convince the authorities to have the Pope Francis use it as a popemobile in his visit to Uganda in 2015, but with no success.
