Sort of; I'm not sure if it was meant to be a serious proposal or not.
Certainly the technology was not available at that time so it was never built!

That's right!
The design incorporated a heat reflecting solar dome and the engine had no moving parts since it was atomic-powered!
Another blind alley but interesting thinking..
Googling Howard Ketcham shows him to have been an expert with colour and he worked closely with the motor industry using his ideas.  As I said before though, I haven't found any other sketch of a car by him.
