Who is this driver/builder, and what powers the car?
I must be right - that's what it says on Wikipedia

William Hearne.

Certain features suggest a Ford V8 based special.

Yes it is. It's not a well-known car, so no lock yet.

That photo has an Australian look, so is that where it's from?

Can we start with 'what powers the car' and I say a FORD V8.

That's already been ascertained - see Reply #1. If you can find the country, you can find the builder.

The van at the rear could suggest a colonial country and the period circa 1950's however the car itself could well have been built in the 1930's.

I don't know the exact build date, but you are correct - the photo was taken in the 1950s.

If not Singapore or Malaysia, is it somewhere in the Far East?

Not the far East or indeed Asia at all.

What we've not asked is if its origin is actually no more obscure than the UK. Consider that asked!

;D. Not South America, Cuba or indeed the UK. I think we've covered half the world now - still plenty of countries left...........
