The background to the picture doesn't suggest the UK, neither does the left-hand-drive tow car, so is it a home-built Brit that lived in the USA, or was the whole thing cobbled up in the USA?

The car was created in the USA.

Based on a 1950 TD, modified in 1953 by Peter and Jack Anderson.

And the tow car is a modified MG TF "Pickup" according to the site I found it on.
