It is a Phänomen Granit 25 and this kind of bodywork is called Landkraftpostwagen (rural motorized postal vehicle). It could not only carry letters and parcels, but also a few passengers, hence the second side window. The coachbuilder for these Phänomen Landkraftpostwagen was August Nowack from Bautzen.
