I now have nine terrific photos of this vehicle, but no information on the coachbuilder. I will take a guess and say Judkins, but go ahead and unlock this for others if I am wrong.

Not Judkins. You would need a good rear view to find out the coachbuilder or you have to draw conclusions from similar squad cars. Still locked for you for another guess.

I have a rear three-quarter image, but there is no badge visible. Based on the design, I am thinking either Brumbaugh/Bruco or Blitz Buggy? Again, if I am not correct, I will continue to look, but let's unlock the puzzle for others.

I have found very similar bodies on a '31 Cadillac, a '30 Buick, and a couple of Packards, but the builder is not mentioned, unfortunately. :(
