Base is Smart Fortwo. Purpose, adapted controls to train crane operators how to maneuver a vehicle using none standard controls.

Certainly based on a Smart Fortwo, but its purpose was another one. I like your idea though.  :D

The high driving position and three-sided-full-glass cabine, let me think, this vehicle -at highly risk of tipping over- goes on narrow ways, in between high boundaries to check any high positioned things... Looks to be a one-off...?

PS. I looked again at my source and you were right with the rail tracks. It was used to check containers on railway wagons.

A long time I went in the wrong direction: Not Bahnhof (railway station), but Hafen (port):
Picture description: This „Smart For Two“ has been custombuilt for the Altenwerder Container Terminal in Hamburg (Germany).
The manufacturer „Fox" called it the „Track Mobile".
It has been used to check containers on rail cars. Driven between container-wagons, the "Track Mobile" enabled the driver to stop at the required position and step  directly -at the right height- from the car to the container without needing a ladder.

Well found! The car is displayed outside the Hafenmuseum in Hamburg.
