Partly. It is a Touring bodied BMW 328 and the picture shows Hermann Lang at the wheel. But it is not a Mille Miglia car, it was not bodied in 1940 and the picture was not taken in 1946.

The car started its life as an ordenary BMW 328 and was raced by Suisse Waeffler and Raymond Sommer in 1946. Then italian Rovelli brought the car and got a new body made by Touring. Later the car came back into Waefflers hands.
The picture is from 1949 at driver course of the AC Suisse at Thun in May.
