The race must have been the "Course de Cote" or Gaillon race in France around 1910.

Thanks to the kind clue - it's Gaillon in 1913 and the car is a SCAP.

Scap is correct but not 1913

I found this image on a website for the hillclimb at Gaillon in October 1913. The driver is Mollet and the car is described as a 1.7 litre (I think this is the 15cv model). Type B ?

From everything I've read, SCAP competition cars didn't have the same designations as road cars. But since you've made me doubt the model designation, I'll just ask you for the correct year.
That's not 1913
