I have some difficulty to find a map of Europe after the Iron Curtain. But if the puzzle bus is not Czech, I presume that it is not Polish either, as Poland is part of the UE. Which leads me to a question : is it Russian or Bielorussian ?

I understand that it was nade by a State which was a former part of Eastern Europe. Romania ?

It's not Romania, but your line of thinking is correct.
The place where the puzzle bus was manufactured belongs geographically to Central Europe, but for a long time it belonged politically to Eastern Europe. Or in other words: formerly the Warsaw Pact, now NATO.
