That is a frame of a video I know quite well....I tried to identify all the cars there.
I have to find my file back...in the meantime, was it called Maliutka?

In the video the car is called the Leonid Katkov

Sorry PJ, it wasn't called the Maliutka; Fedor is right - it was built by Leonid Katkov and doesn't appear to have had a name.
You might find others mentioned as the builder on the 'Net but they're all wrong: Katkov built it!.

The truth is, that this car nothing to do with Babich and his 'Leningrad' car. As you see, same video shows three Soviet self-made cars. My Russian language skills are very weak... But! From what I understand being said:

All action here happens on the streets of Leningrad (now - St. Petersburg)... They are all hand-made by enthusiasts....

The puzzle car is shown from close-up and the voice says that "in his car, a motorcycle engine uses master Leonid Katkov".
The three-wheeler vehicle also uses same (motorcycle) engine. It was made by Nikolai Guskov who was turner(!?, if I understand correctly...) of first trolleybus park.
Third car was made by Viktor Vasiljchenko. The voice says something about top speed, but I can't fully understand it (~60-65 km/h??).

I hope this info helps and clears confusion of misleading info given my non-trustworthy websites of copy-pasters.
