This seems to suggest that the builder is widely known in Poland, but that it is not actually a company/brand. Was it built by the Polish government/military (under martial law in the early '80s) or by another governmental entity?

There were no named brands, such as Mercedes-Benz or Audi, but there were state-owned factories usually named as FSO (Fabryka Samochodów Osobowych) or FSM (Factory of Small Cars). These factories produced cars such as Polski Fiat 125p (FSO), Polonez (FSO), Polski Fiat 126p (FSM), Syrena 105 (FSM).
The same was the case with trucks.
And there were many small companies, such as repair shops, which sometimes produced their own products.
Of course, in the 1990s, after the political changes, many of these companies disappeared from the face of the earth or turned into private companies.
