Racing into the Black Hole soon...

As a recap, so far we've established that it is Norwegian from 1961, and based on a Renault 4CV, so just it's builder's name left to identify.

I realize you've made it clear that this car was Norwegian, but I have to ask if this is not the Swedish-built Focus Mk IV in which 19 year old Ørjan Atterberg was killed (and which is now owned and driven by Norwegian Petter Huse)?

JOAT-Renault FJ of Jon Mikael Simon, 1961

This is one of two JOAT Formula Junior cars (one with Renault mechanicals, the other Škoda-powered) built by Jon Mikael Simon and Atle Stoltenberg in 1961. According to Stoltenberg, they were built in a shed behind his house. Initially called 'SS-Renault' and 'SS-Škoda' (SS = 'Simon-Stoltenberg'), the name was changed to 'JOAT' soon after.

Simon owned and drove the JOAT-Renault, so I assume that's car and person in the puzzle photo.

I believe the photos below all show Stoltenberg's JOAT-Škoda (I know the last one does), but I'm not sure because I can't tell them apart visually.

I thought this one would never be solved. You must have one hell of an archive. I had only researched circuit races, and didn't consider that an FJ would have raced on dirt tracks. Anyway, the OP will not notice your post because he has left our merry band and almost certainly will not return because of personal circumstances.

I believe you have correctly solved the puzzle and think it would be best for another editor to agree with me so that it can be dealt with accordingly.
I must be right - that's what it says on Wikipedia

I found it by working my way through an interconnected network of Norwegian motorsport Facebook groups, where a surprising amount of the information and photographs were shared by the actual race participants and their families. In the case of the JOAT cars, this included Atle Stoltenberg himself, members of his family, and a subsequent owner of the Stoltenberg JOAT, who purchased the car directly from Stoltenberg!
