I don't know anything about Textron's involvment, but yes - it's the Millenworks LUV by MillenWorks.

Almost correct. It's the Cheetah by Force Protection but the acronym is different.

The General-light car is the initial design of the Scientific and Technological Exchanges between the armies of Brazil and Argentina. This exchange of instruments in the Army, the Agreement on scientific and technological cooperation signed between the governments of Argentina and the Federative Republic of Brazil on May 17, 1980.
In Brazil, the project is being led by the Army's Technology Center (CTEx) and in Argentina by the Research and Development and Production of the Army in that country.
