I don't know it for sure. The only hint I have is that it appeared on the cover of a German card game.

I don't know, but these ridiculously huge wheels let me think of a VW/Buggy chassis with a flat boxer in the back...

Similar indeed, but I am not totally convinced yet. There are many differences: gullwing doors, a differently formed windshield, one-piece front hood.

Perhaps someone will come across the actual car, who knows?

Usually, the the cover picture of these "Top Trumps" type games is the same as one of the cards.  Do you have access to the game to be able to look through them.  If nothing else, this should help you date it.

Unfortunately this cover is from a small company (Bergmann aktuell) which used older card games from a major manufacturer (F.X.Schmid) and just added a new cover with a picture not included in the game itself.
