A pedal car from Belgium

Here´s a photo I´ve bought recently. It might have been shot by a belgian in Africa around 1950.

the photo shows some text, but I can´t really read it:

The name could be "Alaine (Elaine?) D'Aviatia" (D'Avialia?)
A year "1930" is maybe not likely according to the pic above, but possible.

If her name is Aviatia I would say it has to be "Loute" or "Zoute" instead of "Loule".

I don't know if this was of any help...  :-\

The top left notes by pencil are probably "1 agrand. (=agrandir)" and "1 petite", probably meaning that 1 small and 1 enlarged picture had to be made. The location name must be "Le Zoute" like the famous Belgian spa Knokke-Le Zoute. The year has to be 1950 (look at the Buick in the background). The lady's name is Alaine D '  ?????.

Does anyone know the flag on top of the building?

If it's a national flag, then there are very few that use this device of a diagonal cross. It's a shame it's a black and white photo. However, the left and right triangles look to be a darker tone than the top and bottom ones, and the only national flag I can think of that fits that pattern is of Jamaica.

Could that be a possibility?

I think I've found something more likely...

It could be the flag of the Belgian municipality 'Balen' (belonging to Antwerp)




or 'Dessel':

My guess would be the former Belgian colony of Burundi.

What about the old flag of former Belgian airline Sabena (before 1963) ? The building already reminded me of a small airport terminal.

I was looking for an airfield in the former colonies, but it is indeed in Belgium. I think it is Knokke-Het Zoute airfield:
