The front end is somewhat similar to a Meyra 200.

Surely nothing to do with a Meyra. I think the best hint you can get about the mechanical base are the wheels. Regarding the small size those should have come from a Rovin:

This vehicle is indeed a converted Rovin D2, used as a mobile shop in the stamp market on Carré Marigny in Paris in the late 1940s and early 1950s according to Jan de Lange's 'French Microcars'. The book includes another photo of the 'shop' taken from the opposite side.
