I received an email from a friend this morning. He asked me if I know this car. A friend from Japan requested him to help and that's what he told him:
It's probably a car which was sold in low numbers in France with VW engine. Not a Devin. Apparently the car on the pic was exported to Japan, that's all he knows!

Very scarce details, but dammit we are the best mystery-car-community in the world! :D

My first idea was Intermeccanica Imp, but that's different in many details also...
