Certainly looks like a one-off?

Quiller

It is a one-off, but designed by someone who has developed a commercial car product

American I assume.  Any connection with the Edwards Ecco kit car?
A car is for life, not just for Christmas.

Quiller

Yes, it is indeed American, but there's no Edwards Ecco connection

jotage21

any connection to Manx?

pnegyesi

Built by Robert Q. Riley ?

Djetset

American Talon related?

The wheels look so huge, that I think it must be a quite small car.
VW Beetle based?

kwgibbs

It looks alittle bit like the Almajo.

Quiller

OK, so:
Not Robert Q Riley
Not Talon
Not Almajo
And I'll have to get back to you on what engine it has...

Quiller

One more clue before this goes down the hole of blackness
Its creator also made a very small three-wheeler

By Jove, I think I've got it!  This is a VW Beetle-based senior college design project by David Mourne of the American SD1 3-wheeler creator; Scerdu Design.  Here's another photo of this one-off machine.
