Yes, I believe so (having been recently burned on the Russian car from Israel)

I'm going by the builder's name, the mechanical basis of the car, and the origins of the site upon which I found it.

That's the "LB" for Louis Balleydier, the owner and builder.
1954 AU frame, 1961 Ami 6 engine, home made body with DS panels.
