What is it?

I think this is the very first Alpine by Jean Rèdelé, based on the Renault 4CV.
It debuted in 1955 as the Alpine A-106

there are some other 4CV variations like the Brisonneau 4CV that look very much like the one you´ve shown....

Before arriving at the A106 coach... In July 1955 Jean presented the first 3 A106 coaches at the Renault Control in Boulogne-Billancourt, the colors blue-white-red are premonitory of what Alpine for France will represent.

Why "ALPINE"

"I chose the name Alpine for my firm because this adjective represents for me the pleasure of leading on the mountain roads. This one is in fact neither an Alpine nor an A 106 nor from 1955, but it is (as quoted correctly) the Renault 4 CV Rédélé Spéciale from 1953/1954. The Alpine A 106 appeared in 1955 and was a different car:
