I believe that this is the Tera-Soar, built by Dean Lowry who along with his brother Ken were the founders of Deano's Dyno-Soars in SoCal in the late 60's. Dean was well known for his development of Hi-po products for Volkswagen engines and had his hands in everything EMPI. He died in 1998 or 99.
The car pictured clocked 161 mph and broke some records in 1971.

BTW, the picture you posted also appears to have been taken before Dean put the more aerodynamic nose piece on front of the car, no doubt helping cut drag and improving speed.

Slight correction.  Car was built and run by Ken Lowry.  Dean was the drag racer and chief engine builder/guru of the Brothers Lowry, but it was always my dad's (Ken's) dream and aspiration to set land speed records.  During the 80s, we were hoping to go after the elusive "200-mph" club with the 3-liter VW motor, but we never got to it.  Maybe in Terasoar2?  We'll see..
