In fact I don't know. But you may have found it at some Ganz related source.

The number plate belongs to the Starkenburg province in Hesse and was issued until 1937. Are there any connections to Opel (as Rüsselsheim is located in the same province)?

I found a Josef Ganz page on Facebook with the same picture. It seems that the picture was made in front of the head office of Ganz's magazine Motor-Kritik in Frankfurt a.M.  I believe that the car was made by one of the designers - sadly unknown - that had close connections with Ganz. Maybe this is all we can find about this car.

That was my source with hope of more info. Alas it remained an unknown creation so far.
