It is from the US. I think Mickey was drawn poorly enough to get away with it.

Based on a Crosley chassis, having a Jeep engine. A windshield wiper motor pulls the bell and the air whistle does what it is supposed to do, it whistles.

I think you misread the source you used in devising your solution. This one has a Jeep engine, and is on a Jeep chassis, as well. The caption you are using also refers to another vehicle.

The point goes to you, since you posted the correct answer (even though your typed answer contradicted it)
