Half of this puzzle should be easy.

What is the name of this car, and what car was it based upon?

Looks like a modified Talbot 150...  ::)

Chrysler RSV? 

In Spain was very popular as Chrysler 150.

Also known as the Chrysler Alpine, and Talbot Alpine?  Same car?

All the same basic car: Simca 1307/1308/1309, Chrysler Alpine, Chrysler 150, Talbot 1510 / Talbot Alpine / Talbot 150. 

Magazines I read around 1980, did indicate the RSV was based on a Simca 1308.
