It is the french C.G.E. (Compagnie Generale Electrique) Tudor, made in Paris from 1941 to 1946 (during the german occupation). With a cast aluminium frame and a maximum speed of 36 mph, the range of this electric two-seater was up to 56 miles per charge.

Well it is, and I had searched in vain Autopuzzles to see if it hadn't been already proposed (I suppose because I had typed "CGE Tudor".)
