Identify what this is correctly together with who built it, for 1 point:

It appears to have a licence plate, but I can't believe that any safety-conscious country would allow that on the roads. Is it meant to be a golf buggy ?
I must be right - that's what it says on Wikipedia

Well-spotted!  It is indeed not for road use but could be used on golf courses, hotel concourses and the like..

I don't know its name but this little car is built in India by Pixy Cars Pvt Ltd.

Indeed it is.  I don't know if it actually has a name but here is how they describe it on their website:
