Aha, found it!  It is the: 1954 Singer Special by Kelly Buchanan and Bob Arnt.  It was built in Southern California and raced/driven by Dick Van Laanen.

The reference I have does not say which model Singer was used, except to say that it was a 1952 model with a 1.5 liter engine.  I believe that the only 1952 Singer models to use the 1.5 liter engine were the SM1500 sedan, and the 4AD Singer Roadster.  Because the 4AD was exported to North America, I suspect that it would have been more readily available to two college boys from Southern California, so I will try the 4AD Singer Roadster.
