Some sort of cooling/heating - it looks like a big tube coming off it so I am taking a stab at it being fed from the cars HVAC system.

For long-distance travel on British motorways, where it always seems like a hell of a long way to the next 'rest stop' ;) ;D

Seriously, perhaps to supply oxygen to the passenger in event of a gas attack?

No... it shouldn't be a limousine...
The purpose of this object does not accord with this type of car, even if I don't exclude it could had beeen used on limousines as well... it depends on what use you want to do of a limousine...  ;)
