Some sort of cooling/heating - it looks like a big tube coming off it so I am taking a stab at it being fed from the cars HVAC system.

Its to throw up in If your chauffeur starts to drive like Popeye Doyle in the French Connection.

Seriously, perhaps to supply oxygen to the passenger in event of a gas attack?

No... it shouldn't be a limousine...
The purpose of this object does not accord with this type of car, even if I don't exclude it could had beeen used on limousines as well... it depends on what use you want to do of a limousine...  ;)
