Because it's the Nardi-Monaco known as "Chichibio". Designed by Augusto Monaco and powered by a 998cc JAP engine driving the front wheels through a 5-speed 'box.  I found it in my Georgano of Motor Sport - the driver is presumably Enrico Nardi.
I must be right - that's what it says on Wikipedia
