It is not just the first letters, it is about an easy and well-known geographical (and automotive) code.

I guess it's a question of regional vehicle registration plate codes.

Code for Witten is WIT or EN.
Code for Chieti province where Sambuceto is located is CH.
Code for Bezirk Kirchdorf an der Krems where Nussbach is located is KI.
Code for Navarra region is NA.

So is the car called Witchkina ?

You are almost there, just take the Austrian registration codes from before 1990 and you will get WITCH_NA.
