I feel I should know this, but although it has a lot in common with the early (1890s) Peugeots (the so-called Types 4 - 6) they had rear-mounted V twin engines.
I'll guess it's French and also from a cycle maker.

Yes it's French. However, the information I have makes no mention of this company building cycles, only cars, this being their first model.

Underberg 3cv Voiturette 1899

No prewar puzzle of mine gets past the almighty Fëdor! Underberg is correct. The first car from this company based in Nantes had an air-cooled, single-cylinder engine supplied by Gaillardet. These drawings were published in the October 1900 issue of Popular Science magazine.
