When the puzzle car was built he a had a more than decent job at MG but I wouldn't call it a senior job.

No, but Dick Jacobs and the builder of the puzzle car are both mentioned in at least one online, historical article about MG.

To clarify this point, did the builder of this car hold a position working within MG (as opposed to being employed as a works driver)?

Yes ! This is a special built by Terry Mitchell and nicknamed "Mongrel". Custom tubular steel frame. Morris Ten engine. Morris Minor front suspension with custom coil springs and bottom wishbones. Custom rear suspension with De Dion tube. Vauxhall 12 differential. Morris Minor brakes.
