Yes. It was designed and built by a guy who owns a company, for a specific client (although it's possible he may have built other units afterwards).

The Golf cart in question was built by Marc Irwin, who took an EZ-Go golf cart and stripped it down to the bare bones. He replaced nearly everything and had a go-kart engine strapped on the back of it. It even was in the Gumball 3000!

This vehicle is nicknamed the Mini Tumbler (after the "Tumbler" Batmobile of the Christopher Nolan trilogy) and its builder's name is Marc Irvin, owner of Marc's Creature Company, an animatronics workshop in San Fernando Valley, CA. Of course this point now has your name on it, but just to complete the original questions, can you tell me who it was made for?

Yes, well found! I think the main thing that came to my mind when I read about this vehicle was that if even this Griggs person, quite an obscure fillmmaker with just three or four not very well-known movies to his name, is wealthy enough to commission a whimsical creation like this, what kind of obscene amounts of money must be moving around in Hollywood?!

You are correct about him being pretty obscure, his highest rated movie, "Lucifer" did get a 5.9/10 on IMDb, and had a 3.5 million dollar budget. Surely nothing I have never heard of! As for money in Hollywood, 1 million dollars is like chump change. Especially for a movie done in 2007. So for Griggs to have some amount of money in has back pocket seems a lot more reasonable when you see that Hollywood is a multi-million dollar industry!
