The base is an Alvis and it's a more recent conversion, but I don't know who made it.

Sorry Djetset. It's based on a 1949 Alvis TA14, rebodied to a design by Jean Yves Manac'h and named Lady d'Armor.
I must be right - that's what it says on Wikipedia

Thanks. I feel very guilty now - normally once another puzzler has identified a car I feel it's the gentlemanly thing to do to allow him/her a bit of time for further investigation. I'm consoling myself that it's OK because this is the Pros. That's now my excuse.

Presumably the owner/designer was influenced by the "Dubonnet" tulipwood Hispano-Suiza. The track is too narrow for my taste.
