This is the Muntz Jet customized by Barris Kustoms and owned by Anthony Heinsbergen. The body was modified by raising the headlight position and extending the fenders to make the headlights, fitted with 1922 Marmon rims, stand out further. A custom tube grille was created,and the rear of the car was smoothed off. The car was painted gold, then fitted with a black convertible top and the fitted luggage (and I'd expect the upholstery in the passenger compartment) trimmed with snakeskin.
At a guess, the car was powered by a 1951 Cadillac V8, driving through a Hydramatic transmission.
