What's this car and when?

I think we are looking at the first electric  taxis which appeared in New York in1897. Supplied by the  Electric Carriage and Wagon Company of Philadelphia.

I'm going to say Manufactured by the 'Electric Vehicle Company'  model name the 'Elecrobat'  although the vehicle does seem to have had several designs over the years. The main difference seems to be wheel design. There is a sighting of one going right to left on this u-tube video at about 44 seconds. https://www.youtube.com/watch?v=uqLTzZvKdOU

Hope this is correct.  Electrobat developed and made in Philadelphia in 1894 by Pedro Salom and Henry Morris. After a short time operating taxis in New York they merged with the Electric Battery Company.
