I don't know, but may be, to accelerate airflow under the car and thereby achieve better road holding?

No, there were no technical reasons for those fins.

But I hope, they were functional and not only mounted for martial design reasons.
So may be, that some gauges were installed in it (would explain the flaps on the inside of the chimneys)?
