Yes, it is a Dixi M1 from 1925 but not built by Ludewig. The hint in #26 could be helpful: "Overland transport on the plain". Locked for Wendax. Five attempts are yours.

But the only one completely surrounded by Lower Saxony is Bremen, so my first guess will be Thiele.
