Looks like a Belly Tank Lakester ready to do its thing on the Salt.
( so that could be Bonneville or Australia )

But the front axle ahead of the bodywork is unusual, and the wheels & tires look more Dragster than LSR racer.

In other words, I have no idea which car this is...  ;D
